Jockey Club Charities Trust announces total donation of $975 million for 2003-04

The Hong Kong Jockey Club Charities Trust (the Trust) announced a total donation of $975 million for the year 2003-04 at a year-end press conference held today.

Of the total amount of $975 million, $903 million was allocated to support 65 projects and $72 million went to help 70 social service agencies on the Trust's annual subvention list to meet their recurrent expenditure.

The press conference opened with singing and drum performances by the Arts with the Disabled Angels Children Choir and Princess Alexandra Red Cross Residential School respectively, both beneficiaries of Trust's support. In addition to the press, the conference was attended by representatives from agencies receiving donations from the Trust last year.

Speaking about the role of the Trust in the community, the Hong Kong Jockey Club Chairman Mr Ronald Arculli said, "The Trust's donations touch every part of the Hong Kong community. They vary in the amount, in the people the projects serve, in the areas of service, but they have one common goal, to make Hong Kong a better place to live and work."

"As a member of the community, the Trust keeps abreast of what is going on in Hong Kong, the many livelihood issues that are of concern to the people. Because these issues change from year to year, and the number of people they affect also changes, the Trust operates in a very unique way," Mr Arculli added.

The unusual mode of operation of the Trust consists in the absence of a cut-off-date for application submission. The Trust also does not operate on the basis of an annual budget for donations and there are no pre-determined budgets for the different categories of donations, namely community services; education and training; arts, recreation and culture; and medical
and health. This approach enables the Trust to respond flexibly and efficiently to the changing needs of the community.

Chief Executive Mr Lawrence Wong highlighted seven projects for which donations were approved last financial year to demonstrate how Trust support helps meet diverse needs in the community. These projects are:

Intensive Employment Assistance Projects (IEAPs)

To help the unemployed CSSA recipients and those unemployed about to fall into the safety net find jobs and become self-reliant again, the Trust partnered with the Social Welfare Department in July 2003 to launch the Intensive Employment Assistance Projects (IEAPs). The initiative, funded in equal share of $100 million each by the Trust and Social Welfare
Department's Lotteries Fund, will benefit an estimated total of 27,000 people. Since the first batch of projects kicked off in October 2003, about one third of the 4,500 people who participated have since found full-time outside employment.

Integrated Services Centre for Ethnic Minorities

Ethnic minorities, who are hesitant to seek help from mainstream welfare service agencies because the services offered are not tailored to their special needs, face problems in language, employment and education and lacked support networks.

To address their needs, the Trust approved a donation of $4.3 million to Christian Action to set up and run an Integrated Services Centre for Ethnic Minorities to help the group adjust and integrate into the community through providing counselling service, employment assistance, skills training and community education.

"Third Path" batterer treatment programme

Not only has the number of family violence cases been increasing at an alarming rate in the past few years, but the severity of some of these cases has also shocked the community. Last year, the Trust made a further donation of $1.47 million to Harmony House to enable it to extend its "Third Path" batterer treatment programme, to deal with family violence for another two years. The programme, started in 2000 with Trust support, is the first of its kind in Hong Kong to adopt an integrated approach to help batterers stop abusive behaviour, which include intensive individual counselling, couple intervention, peer therapy and aftercare support for batterers and their family members. The outcome of this programme was positive and statistics indicated that 77 per cent of the batterers stopped or decreased
their violent behaviour after joining the programme.

"RainLily" crisis centre for victims of sexual violence

To help victims to overcome the trauma of being sexually assaulted, the Trust approved a further $3.24 to support the Association Concerning Sexual Violence Against Women to operate its crisis centre "RainLily" for another two years. The centre was set up in 2000 with a $6 million donation to give support to sexual violence victims so that they can resume a normal life.

The services provided include 24-hour crisis intervention services; medical and psychological referrals; counselling service for victims and their families; escort service to police stations, hospitals for medical check-ups and courts; and training for professionals including social workers, medical practitioners and police officers. During the first three years' of operation, RainLily handled a total of 360 cases.

Replacement of medical equipment

To enable Hong Kong people to receive early diagnosis and treatment, the Trust approved a donation of $122.69 million to seven public hospitals under the Hospital Authority to speed up the replacement of some essential medical equipment with more technologically advanced ones. With these new medical equipments, the treatment of patients will be improved and waiting time shortened.

The seven hospitals receiving Trust support are Pamela Youde Nethersole Eastern Hospital, Princess Margaret Hospital, Tuen Mun Hospital, Prince of Wales Hospital, Queen Elizabeth Hospital, Queen Mary Hospital and United Christian Hospital.

Minimally Invasive Surgery Skills Centre

To ensure that our medical professionals have the necessary skills, the Trust made a grant of $28.2 million to the Chinese University of Hong Kong towards the cost of setting up a Minimally Invasive Surgery Skills Centre, which will be equipped with leading edge technologies to gear up the training and development of this new surgical skills and techniques in Hong Kong. Minimally invasive surgery, often known as keyhole surgery, is a
proven procedure known to be safe and effective, resulting in faster recovery in patients. This will be the first training centre of its kind in Hong Kong and Asia.

Development of a third golf course at Kau Sai Chau Public Golf Course

Golf has become a very popular sport in Hong Kong in recent years. In view of the huge demand for golf courses in Hong Kong, Kau Sai Chau Public Golf Course will develop a third 18-hole golf course with Trust support.

The estimated $250 million cost for building the third golf course will bemet by a donation of $134 million from the Trust and the remaining portion by Kau Sai Chau Public Golf Course from its own accumulated cash flow.

One important feature about this project is that it is much more than just constructing a new golf course. When the golf course is commissioned in 2008/09, Kai Sau Chau Public Golf Course will be expected to "pay back" thedonation into a new sports fund. The fund will initially focus on training elite golf players and for related vocational training including golf coaches, professionals in greens management and hospitality management for golf courses. It is hoped that Hong Kong will not only have experts in golf course management to help operate its golf courses but also export our experts to help operate the many golf courses across the border.

The Hong Kong Jockey Club Charities Trust was established in 1993. Its predecessor was the Hong Kong Jockey Club (Charities) Limited. The Trust is tasked with the responsibility of allocating funds to charities to meet the needs of the community.
